CA Software Asset Manager check installation fails with error: openssl extension failed

When running check installation, in CA Software Asset Manager, it fails with the error: 

Openssl extension failed.  Hint:  check whether system variable "OPENSSL_CONF" is defined and pointing to the correct file. 





CA Software Asset Manager, any release level



1.  Verify the environment variable for OPENSSL_CONF exists as a system environment variable

2.  Verify the OPENSSL_CONF system variable path is correct and does NOT contain double quotes. 

3.  A system restart is necessary after adding this variable or making changes to the variable. 

4.  Retest the check installation again after making any changes to the system environment variable and restarting the server.
