Introduction:
Customer is establishing compliance for SQL Server

On a cluster, he wants effective demand to be calculated on the specific VM where product is installed instead of the all cluster.
Using metric engine hint, it works for Microsoft SQL Server 2008 Enterprise but not for Microsoft SQL Server 2008 Standard which is still calculated on the all cluster.
Instructions:
According to Microsoft SQL Server 2008 licensing guide Standard edition without Software Assurance needs 1 license per server to which the VM can move (license mobility) due to 90 days re-assignment restriction. See attached excerpt from the guide downloadable here:

This means that without cluster restrictions limiting the mobility, you need a license per each physical server the VM is running on.
With activated Software Assurance (parameter of the hint), your intended result will occur counting a SQL Server with SA product.
