CA PPM Workflow Process errors with rights to perform the action

Why is the a user with Global Admin rights is getting  "You do not have the rights to perform the action" error when attempting to retry a system action which is trying to update project phase within the workflow.
When restarting a System Action it is taking rights of a user who triggered the process originally and not the user who is attempting to retry the action, you will need to ensure that user who triggered the process has appropriate rights to perform an action.
