CA PPM App Services doesn't start

Introduction:

CA PPM APP Services doesn't start and fails with error NET HELPMSG 3745. 

 

Background:

Upon starting of CA PPM App services it fails with  NET HELPMSG 3745, and upon seeing the app-system log you will see the error below 

 

2016/12/07 19:23:07.605 | Error: Could not create the Java Virtual Machine.

2016/12/07 19:23:07.605 | Error: A fatal exception has occurred. Program will exit.

2016/12/07 19:23:07.605 | Missing +/- setting for VM option 'UseGCOverheadLimit'

Environment:
CA PPM 14.2, 14.3,14.3,14.4,15.1
Instructions:

1. Look at the APP JVM and it will be missing "UseGCOverheadLimit"

2. Example of a working APP JVM: -Xms3072m -Xmx3072m -XX:-UseGCOverheadLimit -DforceMemorySettings=false -XX:MaxMetaspaceSize=192m

 

The fix is to add "UseGCOverheadLimit" in the APP JVM, as stated in the example above.
