Issue:
Startup of PIM fails with error in syslog.

seosd[xxxxx]: Unable to register daemon SEOS_register [Cannot allocate memory]
seosd[xxxxx]: CA Access Control daemon going down on startup error.

Environment:
CA PIM 12.8 SP1
Cause:
The error shows that seosd cannot allocate memory on startup and failed to start.
Resolution:
Stop all PIM processes and retry to start PIM after a while.
Reboot server if it cannot resolve the problem.
