CA Live API Creator: Unable to access LAC after port change

After changing the default port, 8080, to a new port in the / start.bat file of the Jetty image the LAC Admin is not longer accessible.
This is typically caused by a firewall rule blocking the port. On non-production / non-critical systems this can be confirmed by either disabling the firewall (only in low level environments, never in production or on critical systems) or testing with telnet to confirm connectivity,

curl -v telnet://lac_server:port

A successful response should look like this:

curl -v telnet://lac_server:8181

*   Trying connected
* Connected to lac_server ( port 8181(#0)
