Issue:
We are no longer able to update or change passwords for users in just one particular environment. We are seeing the error message "The new password is too similar to the old password". This is occurring regardless of what password is entered, it can be 2 completely different passwords.
Resolution:
Often when experiencing the error message "The new password is too similar to the old password" it is due to Password Policies conflicting with each other. To troubleshoot this further please disable all PW Policies and retest changing the password. This includes password policies from SSO. If it the password changes work this time around, please enable one PW Policy at a time and you will eventually run into the complicating PW Policy. From there you can make your adjustments accordingly.

**This should be tested out in test environments to avoid having complications with passwords in production
