Issue:
When running bulk loader the notification queue grows and as a result the password sync gets affected and users are not able to change their password in a timely manner.
Resolution:
A bulk load task is resource intensive and creates many notifications just due to the nature of the process. Typically 1000 users is the limit before tasks start getting stuck in progress but even a 500 person bulk load will take time to complete.

If performance is being impacted by the bulk loads you may have to run them during off hours or run smaller amounts of users per file.
