Have you execute the BSTXCOPY only to see the following messages being issued:
C1G0700I PROGRAM NDVRC1 WAS FOUND INOT TO BE AUTHORIZED
C1G0701I ALTERNATE ID, ACMQ, ESI, ELEMENT AND PACKAGE PROCESSING DISABLED
If you have do not be alarmed.
The C1G0700I occurs because the Utility goes through common Endevor initialization logic.
It is however only Informational and does not stop BSTXCOPY from working.
If you need to get rid of this, you could use the following technique of EXEC via NDVRC1.
