Attempting to install the CA PPM MSP Interface gives Visual Studio Tools Error

When attempting to install the MSP Interface from CA PPM, the following error message pops up on some computers and the installation cannot complete.

The error message will be similar to this:

The value of the property 'type' cannot be parsed. The error is: Could not load file or assembly ' Microsoft.Office.BusinessApplications.Fba,Version=, Culture=neutral, PublicKeyToken=71e9bce111e9429c' or one of it's dependencies. The system cannot find the file specified. (C:\Program Files(x86)\Common Files\Microsoft Shared\VSTO\10.0\VSTOInstaller.exe.Config line 10)

This error is caused by a conflict with the VSTOInstaller.exe.Config file found under the directory mentioned on the error message.

To correct the issue and allow the MSP Interface and all of its components to install, you need to navigate to C:\Program Files(x86)\Common Files\Microsoft Shared\VSTO\10.0\ and rename or delete the VSTOInstaller.exe.Config file found here. The file can be renamed back after the MSP Interface has been installed successfully.

Once this is done, please uninstall any of the MSP Interface components that did get installed, and run the mspsetup.exe to install the three components together again.

Note: If the error message occurs when installing a 64 bit version of the MSP Interface, the directory on the error message will be located under Program Files. The conflicting VSTOInstaller.exe.Config  file that will need to be deleted or renamed will instead be located under C:\Program Files\Common Files\Microsoft Shared\VSTO\10.0.
