Attachment sync issue using Report and issue service

when we create a request using service "report an issue" and we attach both note and attachments, only the notes get synced and attachment failed to sync
errors with Adding the notes to incident failed. Reason:NO AHD03055:Data partition Pre-Update restriction on Request

1.T6D9362.CAZ on top of 17.1.
