Assign contacts to CO that aren't in the selected group

Question:
USRD 14.1 CUM3
It's possible to assign users to Change Orders, that aren't members of the group the same CO is attached to:
- Create any Change Order
- Select any group
- Manually enter the name of any existing account, not member of that group as the Assignee. (you must enter the full name without the chance of selecting anything from the suggestions list)
- save Now the CO is assigned to the entered user AND to the group he isn't a member of. --------------------------------- It's also possible to 'Edit in List' for Incidents to change the Assignee to anybody not member of the related group.

The issue is reproducible with all USRD 14.1 CUM* ENU/GER

ASSIGNEE-GROUP RESTRICTION MAY NOT APPLY WHILE EDITING FROM LIST FOR CHANGE ORDERS AND ISSUES

The Assignee-Group restrictions may not apply when a ticket is updated via Edit-in-List.

Steps to Reproduce:
1. Login into the Service Desk Manager.
2. Create a new contact e.g.'analystA'.
3. Create a new group e.g.'Group1' and add member 'analystA'.
4. Create change order with assignee as analystA and group as Group1.
5. Search for the change order.
6. Click over edit in list, open assignee popup, clear the 'clear filter' and select 'ServiceDesk' from search page.
7. Click on "Save".
