ARD crashes on start up

Issue:
I just installed ARD on Windows 10 laptop and it crashes immediately every time it is launched.  How can we fix this?
Environment:
ARD 2.8
Resolution:
There are known issues that causes ARD to crash during startup. AgileDesignerTest-2.8.900.49.zip fixes this issue.  Please contact CA Support to get this version or later.  If you are downloading the latest GA after 09AUG18, please contact CA Support to verify that the fix made it into your version.
