Application Registration E-mail Sent to different User.

Issue:
Application registration and approval the e-mail of successfully getting registered was sent to the different user of the Portal instead of the user owing the application. 
Environment:
CA API Portal 4.2.5.1
Cause:
The system picks the 1st user's email address which is registered on the Portal and send the email to that user, invariable of the user who has requested for the application access.
Resolution:
Fixed in 4.2.7.1 release.
