APM. misleading error message if the user credentials in uc4config.xml are wrong or missing

Issue:
If a wrong password is specified in the uc4config.xml of APM (Automic Package Manager), the APM still tries to connect to all configured CPs with these wrong or empty credentials. A misleading error message about missing VARAs is given, e.g.
 
Checking Pack installation variable PCK_DB.PRV.INSTALLED_PACKAGES...
PROBLEM: Object not found: PCK_DB.PRV.INSTALLED_PACKAGES (SYS:NO:IPV)
IMPACT: MAJOR
DESCRIPTION: Installed Pack variable object PCK_DB.PRV.INSTALLED_PACKAGES is missing

instead of a meaningful message like "Wrong username or password".

Using LDAP-Users, this can result in the user being locked out of the Active Directory.
 
Cause:
An issue has been fixed where the Package Manager tried to connect to all configured CPs even if the credential was invalid. If a wrong password was specified, it could lock the user out of the active directory after a couple of wrong login attempts.
