Anomaly Detector is not updating Last Collection timestamp or populating graphs in CAPC

Issue:
Anomaly Detector 9.3.8 not updating the Last Collection timestamp on the "View Collection Sources" tab and is not populating graphs in CAPC.
The NFA console was already added to Anomaly Detector and Harvesters are in an Enabled state. 
Environment:
9.3.8
Cause:
The "CA NFA Hunter Tracker Service" and the "CA NFA Host Resolver Service" were not installed.
Resolution:
Install the missing services manually with the steps below:

1.  Open a command prompt on the Anomaly Detector server with "Run as Administrator".

2.  Verify the installation drive and directory in the commands below match up with your installation, if not, edit the paths, then run the two commands below:
sc.exe create "NetQoS Hunter Tracker Service" binPath= "C:\CA\NFA\nqad\bin\NetQoSHunterTracker.exe" error= ignore type= own type= interact start= auto DisplayName= "CA NFA Hunter Tracker Service" depend= "NetQoS MySql" sc.exe failure "NetQoS Hunter Tracker Service" reset= 0 actions= restart/60000

sc.exe create "NetQoS AD Host Resolver Service" binPath= "C:\CA\NFA\nqad\bin\ADHostResolver.exe" error= ignore type= own type= interact start= auto DisplayName= "CA NFA Host Resolver Service" depend= "NetQoS MySql" sc.exe failure "NetQoS AD Host Resolver Service" reset= 0 actions= restart/60000

3.  Verify that the "CA NFA Hunter Tracker Service" and the "CA NFA Host Resolver Service" are installed and running and check for the Last Collection timestamp.
