How to enable Employees in Service Desk to create Change Orders?

Solution:

If Employee has a Data Partition Constraint that prevents Creation of Change Orders, for example;

Create Change_Request id=1, set this to inactive.

In the "Function Access" of the Role "Employee" you need to change the AccessLevel of "Change Order" to "Modify".

Employee contacts would need to logoff and back on to get new functionality.
