Alerts/Alarms are not being generated by the SYsedge Log Monitoring

After upgrade to CA Spectrum R10.2.3 (plus having BMP_301 pack applied) it appears Alerts/Alarms for SysLog monitoring capabilities are missing in Spectrum
Is there a known issue for CA Spectrum  R10.2.3 (+ BMP_301 applied) causing Alerts/Alarm failure for SysLog Monitoring when using System Edge agent?
The expected Alerts/Alarm will not raise in CA Spectrum. 

Applies to all support platforms for CA Spectrum (Windows and Linux) - once upgraded to R10.2.3 + BMP_301
CA Spectrum Sustaining Team had created DebugPatch 10.02.03.D376 to address this issue. 
The DebugPatch is a temporary solution.
