Agent Inventory tab in WCC is not working

Issue:
When we select 'Agent Inventory' tab, we do not see any machines listed.
However we do see a red cross sign in the 'DATASOURCES'.
When clicking on 'DATASOURCES' we get get page with following information
Status Details : WlaInternalServerErrorException: Unexpected exception connecting to Scheduler xxxxxxx
Actions : No suggestion is available
Environment:
WCC 11.4 SP6 on Linux
Resolution:
Following error messages are shown in waae_webservices.log

Internal Exception: java.sql.SQLRecoverableException: IO Error: could not resolve the connect identifier  "AUTODB2T"
Error Code: 17002...Throwing AEConnFatalException.
 
The Monitor ID being used is 'autosys'.
User 'autosys' didn't had permission to read tnsnames.ora file.
Run command 'chmod a+r tnsnames.ora' .
Stop/start AE Web Server.
