Agent automatically restarts after being stopped

Issue:
An agent will automatically restart itself after being stopped. If the Agent is stopped from service manager or from the command line (using the kill command) then the Agent will restart after a few seconds. 
Cause:
There is a custom failover process that is either:

- Running in the background on the OS level.
OR
- There is an object in the Automation Engine using the MODIFY_SYSTEM function.
Resolution:
Turn off the fail over process.
