After upgrading to Spectrum 10.2.3 Users are unable to clear alarms

Issue:
We stood up new servers in our QA environment to install Spectrum 10.2.3 on. After migrating the databases to Spectrum 10.2.3, we have one user that is unable to acknowledge/unacknowledge, or clear alarms. They are seeing the following error popup from the OneClick client.
 
SPC-OCC-10212: Error acknowledging the following alarm(s):

Critical alarm on model "xyz.123.com" of type CiscoRT: SPC-OCC-10240: An

Unexpected error occurred for this alarm - NO_USER

We now the user model exists in the Spectrum database, and the user is able to authenticate into OneClick and do all the work they need to do. They just cannot acknowledge or clear alarms.
Resolution:
The cause was due to the user's name not being entered in the "User List" portion of the .hostrc file. Clearing out all user names from the .hostrc file corrected the issue.
