after upgrade cannot start broker

Issue:
We upgraded our CA Harvest SCM Server and client to V13.0.3, and now when we try to start the broker we get an error message:
The program can't start because rtutild64.dll is missing from your computer.  Try reinstalling the program to fix this problem.
Environment:
CA Harvest SCM Server v 13.0.3
Windows platform
Cause:
Root cause is unknown but something went wrong with the PEC installation during the upgrade process.
Resolution:
Checked Task Manager and found an existing "rtserver.exe" process was running.  We ended the process.

Navigated to the %CA_SCM_HOME%\Install\Pec folder and executed "setup.exe" with "Run as Administrator" mode.

Made sure to select the "Configure RTServer process to run on this machine" option.

After installation finished, tried again to start the broker and now it can start up with no further problems.
