At IPL time,  after CAS9 executes successfully, it is not cleaning up CSA.  
Common Services for z/OS r14.1 executing in a z/OS environment.  
CAS9 is executed at IPL time and when it is finished, there appears to be "orphaned" CSA.  
This is normal and CAS9 is working as designed. Common Services is used as an "anchor point' for other CA products to use and the storage left after CAS9 terminates is used for this purpose. Any attempt to clean it up will result in unpredictable results either by Common Services itself and/or any other CA Product or solution that requires the use of this CSA.
