After running BC1JXCNV to rebuild the element catalog, the client can see elements in one environment, but cannot display them.

Issue:

As part of upgrading, a client ran BC1JXCNV to rebuild the element catalog. Afterwards, an element list was available, but individual elements could not be selected. Since this can indicate corruption in the element catalog, BC1CSYN (Catalog Sync Utility) was run to confirm the integrity of the catalog. The job failed with the error: IMGR902E STORAGE UNAVAILABLE TO PROCESS REQUEST - CALL ENDEVOR SUPPORT.

Resolution:

The problem was resolve by rebuilding the element catalog using BC1JXCNV with new empty catalog and index files. The initial execution had terminated and was rerun. Since BC1JXCNV can only run once per environment, this caused the element catalog to become corrupted (duplicate values).  This caused the both catalog problem and BC1JCSYN to fail.
