After migration Workflow approval is not assigning workitem based on participant resolver

Created a new 14.1 environment. Imported IME from 14.0.1 environmnet
During the import it did not create global policies So, manually created the global policiesand started testing, but it does not assign the approval item to the manager based on the participant resolver.
It's not even executing the resolver code.
1. Stop the application server.
2. Delete the Workflow database (whole database, or all workflow tables).
3. Restart the application server.
