After an Endevor upgrade, processor execution fails with allocation of certain temporary datasets

After upgrading, you may receive allocation errors on temporary datasets in processors. These datasets are allocated in the processor with disposition of 'MOD' and MODHLI is not enabled in the C1DEFLTS. The can result in either various JES errors (IEF506I - NO STORAGE VOLUMES. VOLUME PRIVATE ASSUMED) or security errors for updating the master catalog.

Processor allocation errors can show either RC=970C-42CE or RC=0484-0000

The dynamic allocation trace (EN$TRALC) will show  text units 5 and 6 with a disposition of  x'08', keep, for that dataset.  This was changed by a problem fix for P6962.

The solution is to enable MODHLI. Please see TEC608585 for an explanation of why this is happening. Also confirm the solution for problem P7229 is applied.
