Administrators accounts are logged like an operator account

Issue:
After installed the 10.2.x version (10.2.0 and after the 10.2.3), we cannot to login in Spectrum Oneclick using the ca spectrum install owner. And, with my user, that was administrator, I can login but with no privilges. I follow the steps in this kb: https://comm.support.ca.com/kb/the-spectrum-install-owner-cannot-login-to-oneclick/kb000049774 But with no success. 
Environment:
CA Spectrum 10.2.3
Cause:
The SS and OC are running different CA Spectrum releases.
Only the OneClick web server was upgraded from 10.1.1 to 10.2.3. The SpectroSERVERs are still in 10.1.1 release.
Resolution:
Upgraded the SS from 10.1.1 to 10.2.3 And then stop/start the Spectrum Tomcat service.
