CA PPM: Ad Hoc View - Filter on column data type Date doesn’t work

Issue:
Steps to Reproduce:

1. Create an ad hoc view
Select Domain Project Management
Click Choose Data...
Move Source PROJECT to Selected Field
Click OK

Select "Table" (instead of Crosstab)
Add some columns, i.e. Project ID, Project Name
Expand General
Add column LAST_UPDATE_DATE
Default Format is mm/dd/yy

You get some rows in the results. Ex: there are multiple rows with LAST_UPDATE_DATE=3/14/18
 
2. In column LAST_UPDATE_DATE right click and select Create Filter
Click on Date Chooser Icon
In "Fixed Timestamp" tab choose 3/14/18 for calendar. Notice that it shows 2018-03-14 00:00:00
Click on Apply
 
Expected Result: 
All rows with 2018-03-14 should be displayed regardless of the date format.
 
Actual Result: 
No results.

3. In column LAST_UPDATE_DATE, right click and change format to Month day, year timestamp, so you can see the timestamp.
Ex: there are multiple rows with LAST_UPDATE_DATE=Mar 14,2018 9:06:20 PM

Click on Date Chooser Icon again
In "Fixed Timestamp" tab choose 3/14/18. Then type 21:06:20 in the timestamp.
It shows 2018-03-14 21:06:20
Click on Apply

Actual Result: 
You get the row with that exact date/timestamp.

4. In column LAST_UPDATE_DATE, right click and change format back to mm/dd/yy
Use the same filter 2018-03-14 21:06:20
Click on Apply

Actual Result:
You get the row with that exact date/timestamp.

 
Resolution:
Works as Designed. The domain dates function as designed and need to work the way they do currently to account for time zone differences and to meet the majority of use cases. Also note that re-formatting the display output format for dates in the ad hoc viewer does not remove the timestamp from a date that contains a timestamp or impact the filter of the date and how it works.
