Access to the Staff Member Properties page now requires a user to have the global access right "Project - View Management - All"

Issue:

When a user (a resource manager, for example) attempts to view the properties page of a Staff member in CA Project & Portfolio Management (PPM), they encounter an error message and are unable to view the page. The error message displayed is  

"Error 401 - Unauthorized. You are not authorized to view the page. If you are sure you have access, try logging in again or contact your system administrator"
 

Steps to Reproduce

  1. Create a user with the rights typically associated with a Resource Manager type user:
     
    • Resource - Create
    • Resource - Edit - All
    • Resource - Edit Financial - All
    • Resource - General - All
    • Resource - External Access
    • Resource - Hard Book - All
    • Resource - Navigate
    • Resource - Soft Book - All
    • Resource - Update Skills - All
    • Resource - View - All
    • Resource - View Book - All
    • Resource - View Financial - All
    • Resource - View Ideas - All
    • Resource Management - Navigate
    • Timesheets - Navigate
       
  2. Set up a resource and make the Resource Manager from Step 1 the manager for this resource
     
  3. Create a project and add the resource from Step 2 to the Team
     
  4. Create a task in the project and assign the resource from Step 2 to the task
     
  5. Login as the Resource Manager
     
  6. Click on the Resources link
     
  7. Click the Resource Allocation icon for the resource in Step 2
     
  8. Click the "Properties" icon for the resource

Expected Results:

The user is shown the properties page for a resource.

Actual Results:

The user is not shown the properties page for the resource and instead receives the "Error 401 - Unauthorized appears followed by "Error Error 401 - Unauthorized. You are not authorized to view the page. If you are sure you have access, try logging in again or contact your system administrator".

Environment:
This issue applies to the following:
  • CA PPM 15.1 Below patch levels: Patch 4, Patch 5, and Patch 6
  • CA PPM 15.2 Base and 15.2 Patch 1
Cause:

This is caused by defect DE34161

Resolution:

This defect is fixed as of CA PPM 15.1 Patch 7, 15.2 Patch 2 and 15.3.

Workaround

Add the global access right Project - View Management - All to the user that needs to view the properties of the resource.
