a single DSM Explorer user cannot deploy software with dependencies, it will simply deploy the default procedure no matter what linkage options we choose. This roams with the user and if I log into the users DSM session with my credentials I can deploy with dependencies without issue. It seems like the user's ITCM DSM profile is corrupted.
The same user may be able to push the software via the Web Admin Console without a problem however.

User does not need to be individually permissioned for the problem to occur
Even if he/she receives via a group, other group members will likely not have the same issue
Deleting the following reg key and sub-items via regedit.exe followed by a restart of DSM Explorer, should resolve the issue immediately:
HKEY_CURRENT_USER\Software\ComputerAssociates\Unicenter ITRM\AdminConsole\Software Delivery
If there is still any issue, the following key and sub-items can be removed as well, but is not normally needed:
