Introduction:

In 13.3 Change & impact below is the content, so it means any look up which has more than 20 and has pull down will change to browse. Is my understanding correct?

Drop-down List with More Than 20 Values
A drop-down list that exceeds 20 values for a field changes from a drop-down list to a browse lookup. The browse lookup is easier to use when the list of values is long.
Upgrade Action: None

To explain:
Created a Static Lookup and mapped Application attribute with this lookup. As you can see in first screenshot it was of the type Pull Down when the number of lookup values was less than 20. 1.png

The moment I added more than 20 values, the lookup display type automatically changed to Browse.

NOTE: This automatic change in the lookup display type from pull down to browse will only happen if this static lookup is configured on the editable List view. This is not applicable throughout the system; for example: this is not applicable if the same lookup is configured on the Create \ Edit view.

To Summarize:
Display type of the Static lookup configured on the editable list view would automatically change from Pull Down to Browse when the lookup values are greater than 20.In addition to this, OBS lookups and Dynamic lookups display type is always Browse when configured on the editable list view.
