ISSUE: 80% CPU threshold alarms on Force 10 device even though CA Spectrum CPU threshold set to 85%

ROOT CAUSE: The CPU threshold alarm is from the device chAlarmExdCpuThreshold trap mapped in the $SPECROOT/SS/CsVendor/Force10/AlertMap file not from the Spectrum CPU threshold functionality configured in the Thresholds and Watches -> Thresholds subview in the Information tab of the model.

The out of the box device CPU thresholding functionality generates the 0x10f03 event when the CPU threshold is exceeded.

The chAlarmExdCpuThreshold trap generates event 0x5bc0026:

The CPU utilization has exceeded 80%.
