cannot get into catalog GUI after upgrading to 17.1

Issue:
We cannot get into catalog GUI after upgrading to 17.1 .  It seems that user cannot be authenticated correctly , but it throws  permission error in GUI  and cannot get into and see  catalog GUI .  In view.log  ( collected with DEBUG logging level )  ,  it has the following :

Environment:
Upgrade/Install Service Catalog 17.1
Cause:
The catalog application is not registered in EEM correctly 
Resolution:
1.  login EEM GUI as EiamAdmin ,  unregister  the existing catalog application registration 

2.  invoke  Service Catalog Setup Utility GUI on the catalog server , and re-register the catalog application into EEM server .
