Issue:
When trying to elevate user to Service Delivery Admin via command line, java error occurs and user never gets elevated.

When using the "ant add-spadmin-user" command to assign "Service Delivery Admin" role to an existing user via catalog's command line  based on:

https://docops.ca.com/ca-service-management/17-1/en/installing/post-installation-tasks/ca-service-catalog-post-installation-tasks

After the command is executed, the user still has its default role and no changes are made.

Cause:
It was a bug in 17.1 GA version
