1628 error trying to install CA-IDMS Server

Issue:
Trying to install CA-IDMS/Server results in an error 1628 with the text "Failed to complete installation".
Environment:
Various Windows releases.
Resolution:
The 1628 error is from InstallShield, not CA-IDMS/Server.
By searching on the internet, several potential solutions to this can be found.
If none of them work, try either or both of the following:
* Copy the install files to another disk and run the installation from there.
* Instead of running setup.exe from the install package's root directory, trying from the setup.exe in one of the sub-directories according to which version you want to install.
